Will i be ready for the 100-300 meter dash by February?

You just need to keep practicing... One lap around a standard track is 400 meters and there are 1600 meters in a mile. So for you to be running a half mile is pointless unless it's a warmup or you're trying to run an 800. You should be working on speed and strength. Try running some hills or even Fartleks. When I was in track our fartlek consisted of 4-6 laps around the track. The first 100 meters we walked, the next 100 we jogged, the next 100 we would begin to run, and the last 100 we would be at a full sprint.
