Should I teel the cops and turn myself in for a hit and run?

Just about 6 hours ago I was driving, It was pouring down raining and extremely dark with side street lights. When i was trying to make a right turn onto a street a stopped screetching my car and could not stop my car. The brakes just skipped and I hit another driver's car. Nobody was hurt or injured but her car had a small dent in the back of it. so, whe got out and talked for about 30sec because we were holding up traffic. so I told her to drive up. She said to me okay, "but i hope you dont drive off.". SOON when she drove up, I sped off, and ranned a couple of stop lights. The red lights did not have any cameras on them, but I'm not sure if she got my license because she said I hope you dont drive off. Now I regret that I did that and I do want to own up to my immatureness and stubiness becaus I am not that girl and I never had a bad record with anything. I was just afraid of my first ticket. I WAS driving my moms car. I dont want her to go to jail. and tomorrow her birthday. Should I just turn myself in? IF so, what shall I do and who should I CALL? PLEASE HELP! I am not good with bad situations like this.
