Coin Identification - Is this a coin?

Actually it is not a coin but is made to look like one. The design at least on the right side has letters that look like PEPE II. I can't seem to make out he letters on the left if there are any. The medal lets call it is made as a reverse of an ole English short cross silver penny or other small silver coins then. If that is the case then PEPE II is the mint master, or an abbreviation for the mint. I just wish I had a Sharp larger image to see if there is any legend on the left side of the medal. The coin that this is from started before William the Conquer and goes way back. The cross is not religious but let people know if the coin had been clipped and metal shaved off. The short cross was followed by the long one for clipping still could be done for the cross did not go to the edges. The PMM on the back is a hallmark of the company or person who designed or made it.
